No, I don't think IUPUI is in an exempt event. So they'll have just 10 non-conference games. My guess is the remaining 4 include 2 non-DI opponents at home, and one home and one road game with low-to-mid majors. They might take another guarantee game, but most teams that offer big guarantees have already announced their schedules.

For those counting, there are 21 regular season MAC v. Horizon games this year. Every Horizon team plays at least one MAC opponent except for Northern Kentucky.
This makes the periodically fan-floated idea of a MAC v. Horizon "challenge" rather superfluous. Essentially, such a challenge is played every year, with far more than a mere ten games. Cleveland State leads the way with 5 MAC opponents this year. That won't help the Horizon win this year's "challenge," since CSU is one of our weaker teams. Preseason favorite Oakland has 4 MAC games on the schedule, but the other top teams, UIC and NKU, total just 1 between them. Four Horizon teams (Detroit, CSU, Oakland, and WSU) will face Toledo, and 4 (Detroit, CSU, Oakland, and Milwaukee) will face Western Michigan. Three Horizon teams (YSU, CSU, and WSU) face Kent State, and 3 (UIC, Milwaukee, and Green Bay) face Northern Illinois.

That is merely comparable schools in the same region agreeing to play. A real challenge would put OU & NKU v. the top of the MAC & so forth. I don't think we're in a position to have a conference challenge with anyone right now. The last few years have been tough on the Horizon.
