If and IF Wichita funds (maybe they need to talk to New Mexico St. and Idaho) a football team and gains acceptance into the MWC, what are the repercussions?
Does this mean a team from the HL moves to the MVC? Or do teams from the MVC move to the HL?

First off, let's ignore what will possibly happen at the end of the proposed B1G/FOX Sports deal after 6 years because after that thing ends all hell will break loose concerning conference realignment!!! It will affect practically every conference on the landscape! Anyway, forgetting that...these are my thoughts: If Wichita leaves the Valley, their best bet would be the American considering the MWC Commissioner just dissed them! Regardless..they're out of the Valley. At that point the Valley is really not that much better than the HL, if at all! They'll have Northern Iowa and... The last couple years it's been Evansville, but without Wichita it'll be a two team league. Granted the Horizon League has been down the past couple years, but with 7 new coaches over the last two years and better recruiting, I see the league getting back to its 10-12 range. Having said that I think if Wichita leaves the Valley, you'll have some teams in the Valley looking to move. The Horizon would be the logical choice for a few. Evansville could be a prime candidate; Loyola will have realized that they made a huge mistake (they've probably already realized it!) and might want to come back. That's two. Those possible moves also might be contingent upon whether or not the HL has Belmont andMurray State or Lipscomb already! A lot of things could come about with Wichita State's possibilities and they don't even concern the P5's moves! At any rate, it'll be a while because even if they added football, it will take time...maybe 5-8 years from conception to FBS!

If you had matched up the MVC and the Horizon in a season ending challenge, it would have looked like this (based on final standings):
Valparaiso (30-7, #31) v. Wichita State (26-9, #41) Oakland (23-12, #105) v. Evansville (25-9, #92) Wright State (22-13, #141) v. Illinois State (18-14, #118) Green Bay (23-13, #115) v. Northern Iowa (23-13, #66) Milwaukee (20-13, #173) v. Southern Illinois (22-10, #136) Detroit (16-15, #198) v. Indiana State (15-17, #170) Youngstown State (11-21, #272) v. Missouri State (13-19, #235) Northern Kentucky (9-21, #296) v. Loyola (14-16, #237) Cleveland State (9-23, #277) v. Bradley (5-27, #304) UIC (5-25, #346) v. Drake (7-24, #322).
Definitely an edge to the MVC, though not overwhelming, and a bit inflated, perhaps, since if Wichita left the other teams would probably see their RPI ranks drop.
But, now take Wichita out, and do it just by RPI:
Valparaiso #31 v. Northern Iowa #66 Oakland #105 v. Evansville #92 Green Bay #115 v. Illinois State 18-14, #118 Wright State #141 v. Southern Illinois #136 Milwaukee #173 v. Those are pretty even numbers. Again, the MVC numbers probably get a bit of a boost from having Wichita included in them. Of course, there are other measurements -- for example, Bradley has higher average attendance than every Horizon team, and by a considerable margin. Still, if Wichita leaves the MVC, the leagues don't look too different in men's basketball.

Take the top half of the HL and add it to the top half of the MVC. Thats the next new league.

Not bad, but Wichita State with footbal still might aspire to a bigger league. They don't give enough impression that they'll stay.
